			<content:encoded><![CDATA[<p>The Department of Veterans Affairs is the 2nd largest Executive branch agency in the Federal Government and the Veterans Health Administration (VHA) – a subsection of VA – is the largest integrated healthcare system in the United States. With over 230,000 thousand employees VHA staff serve the healthcare needs of America’s Veteran population through 156 medical centers and over 800 Outpatient Clinics. The Healthcare Retention &amp; Recruitment Office is a VHA Headquarters staff office responsible for developing and maintaining recruitment and retention programs to support the human capital needs of the Administration. We are currently in a very active period legislatively and some degree of the assignments could include reviewing and assisting in the development of Agency positions and cost estimates on legislation pending before Senate and House Congressional Committees.</p>
<p>Students applying for either student position must be registered as a student for the summer or fall 2009 academic session. <p>Recruitment Marketing &amp; Advertising Assistant</p>
<p>The student would be working with the VHA Recruitment Marketing Program Manager on national projects to develop recruitment initiatives to improve the rural healthcare workforce in VHA, we have a project in development to create a nationally broadcast television commercial to recruit health care providers to VHA. We will also be doing a national recruitment training conference for VHA HR staff this summer in New Orleans and the student would attend that with the Program Manager and would probably be involved in supporting the event. There is currently a high degree of Congressional interest in Rural Health Initiatives to reach and treat Veterans and to increase the numbers of healthcare practitioners serving in rural and underserved communities. This interest influences our development of programs and strategies at the national level in VA. Working on these assigned projects will provide an opportunity to work in a headquarters function of a Federal agency and have exposure to Federal HR, contracting and budget tracking processes. An ideal student would be someone with an interest in development of the health professionals’ workforce, interest in the human resources factors that influence the healthcare workforce, excellent research &amp; communications skills and strong technical writing skills.</p>
<p>Scholarship Waiver Reviewer</p>
<p>VHA sponsors one of the largest employee scholarship programs in the Federal government. These programs provide funding for employees to complete academic degrees in clinical and allied health professions. While most students complete their programs approximately 15% do not and are obligated to repay the Government for funds expended on their educations. Employees may request a waiver of the financial obligation and this office processes those waivers. We are looking for a student with excellent critical thinking and analysis skills and preferably some legal back ground or course work to assist in the review process and in formulation of recommendations based on applicable Federal statute and regulations, the facts of the case, and documents submitted as evidence. Recommendations on disposition of waiver cases are prepared for the review of the VA Office of General Counsel and signature of the Under Secretary for Health.</p>

<p class="EC_MsoNormal"><strong>ESSENTIAL FUNCTIONS</strong></p>
<p class="EC_MsoNormal"><span style="font-size:11pt;"> </span></p>
<ol type="1">
<li class="EC_MsoNormal"><span style="font-size:11pt;">Works collaboratively with and provides staff support for the      Community Health Planning Steering Committee and various work groups to      create and implement targeted strategic projects. </span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Prepares recommendations for Community Health Planning Steering      Committee on matters of policy direction for community-wide health      planning and implements policies and directions set.</span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Directs the operations of and builds a staff that can implement      the targeted projects and provide ongoing staffing for the various work      groups.</span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Reports regularly to the Community Health Planning Steering      Committee on services, financial status, and overall performance of WCHPI. </span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Continuously evaluates the community-wide planning structure and      operations to insure ability of the organization to efficiently attain the      deliverables of the HEAL 9 grant. </span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Participates in cultivating and recruiting new stakeholders. </span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Develops and monitors reporting systems for effective public accountability. </span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Directs development and implementation of, a strategic      communications plan in collaboration with the Community Health Planning      Steering Committee and a communications consultant. </span></li>
<li class="EC_MsoNormal"><span style="font-size:11pt;">Assures positive, ongoing public and community relations on community      health issues and is the primary spokesperson for the initiative with a      wide-variety of constituents.</span></li>

<p class="EC_MsoNormal"><strong>MINIMUM REQUIREMENTS/QUALIFICATIONS:</strong><span style="font-size:11pt;"> Master&#8217;s in Human Services Management, Public Administration, Business Administration, or related degree with a minimum of five years in a senior planning position. </span></p>

Educator, with special expertise in the areas of sexual assault
prevention and sexual health education.

Specific responsibilities include:

    * Developing, promoting, marketing, implementing and evaluating
programming targeted to the reduction of sexual assault and the
promotion of healthy sexuality.
    * Assuming a leadership role in coordinating the University's
response to sexual assault including development of a sexual assault
task force, improvements to the University's sexual assault reporting
options.
    * Serving as a resource and advocate to individual student victims
of
sexual violence.   

Minimum Qualifications:

    * A master's degree or the equivalent combination of education,
training and experience from which comparable skills and abilities may
be acquired.
    * Experience with primary and secondary prevention initiatives in
college health.
    * Experience developing and/or delivering sexual health education
and sexual assault prevention programming.
    * Experience in a college or university setting.
    * Ability to prepare and effectively deliver education programs and
materials to university students.
    * Ability to collaboratively partner with a multitude of
stakeholders, on-or off-campus.
    * Demonstrated commitment to diversity.
    * Excellent communication (written and verbal) as well as general

The agency receives funding from several institutes such as Office of Public Health, State of Louisiana; Primary Care Access and Stabilization grant by Louisiana Public Health Institute; The Mayor&#8217;s Office of Health Policy and AIDS Funding, CDC Prevention, SAMHSA and several other research projects.</p>

GHFP is supported by the US       Agency for International Development (USAID).</span></p>

This is accomplished       through the recruitment, placement and support of junior, mid and senior       level health professionals; a diversity initiative focused on providing       internship and mentoring opportunities in international public health to       underrepresented communities; and professional and organizational       development activities to bolster USAID’s ability to maximize results and       strengthen its leadership role in global health.</span></p>

<p class="EC_MsoNormal"><span style="font-size:11pt;color:black;">The       Maternal and Child Health Division (MCH) within USAID’s Office of Health,       Infectious Disease, and Nutrition (HIDN) of the Bureau for Global Health       (GH) works closely with USAID Missions and international partners       to: advocate for investments in improving maternal and child health,       with a focus on the major causes of mortality and associated morbidity;       introduce innovative cost-effective interventions to address these issues       ; and leverage human, technical, financial resources to help countries       improve their capacity to deliver such lifesaving interventions.</span></p>

<p class="EC_MsoNormal"><span style="font-size:11pt;color:black;">The Senior       Advisor for Maternal, Newborn, and Child Health (Senior Advisor) will       provide technical assistance to the GH/HIDN/MCH Division and to USAID       field Missions on programmatic approaches to increase the uptake, use,       and impact of key interventions to reduce maternal and child mortality. <p class="EC_MsoNormal"><span style="font-size:11pt;color:black;">As an       active member of the USAID MCH Element Team, the Senior Advisor will       contribute to the overall development of MCH strategies and activities       and, in particular, setting child health priorities. A substantial       portion of the Senior Advisor’s effort will be devoted to program       development and support in the MCH focus countries, currently numbering 30: 17       in the sub-Saharan Africa; 9 in Asia; 3 in Latin America and the       Caribbean, and 1 in Europe and Eurasia.</span></p>

<p><strong>Research Specialist V &#8211; Job Description: </strong>Performs highly advanced professional research and epidemiological work requiring specialized knowledge of specific health and behavior related topics on women, infants and children. Functions as lead scientist, plans and conducts investigations related to prevention and control of public health issues. Work includes developing and/or refining theoretical concepts, designing and implementing complex surveillance/research studies following new or standardizes scientific policies/protocols, coordinating studies, collecting, analyzing and evaluating data, and communicating results. Develops and directs grant-funded projects; generates scientific publications, public health reports and presentation of completed work to agency/program management; and, when appropriate, presents at scientific conferences. Work is performed under limited direction with extensive latitude for the use of initiative and independent judgment. Reports to the Director, Office of Program Decision Support.<strong></strong></p>
